The test008-concurrency test is taking a *long* time on FreeBSD 7.0; I
don't think it's looping, and the log is growing. Is this to be expected?

Have you tried the fix that was checked in? It appears fine to me for 2.3.
Would you be able to test?
cvs diff -u -r 1.115 -r 1.116 ppolicy.c
gives the diff.
