I should have said - yes, for RE25 I hope. As you note, it's a major change. I don't think it belongs in RE24.

Also Extended Response. That would get rid of some of the abuses of o_abandon to mean "suppress response" in backends/overlays that send these responses when they shouldn't - ITS#6138.
