We need an audit trail for what portions of a bug are fixed in which specific release number. For some bugs, it may be that the original report was too broad and the remaining pieces should just be resubmitted as a new ITS, allowing the fixed parts of the issue to be closed. The Active state should make it a bit more obvious what we're working on, vs what hasn't been investigated yet. The logical place to detect this is in select_backend() but there's no sensible action to take besides log an error message. And since select_backend is called so frequently, the error log would probably explode. RE24 testing

We're getting closer for a 2.4.14, although there's still some bugs targeted for fixing first. One open issue in particular, ITS#5860 would be useful to see if people could duplicate the current reported issue, where on a large database with very small cache settings, slapd is slowing to a crawl on multiple searches. See followups 41 to 43 in that ITS. So if you have a large DB if you could help see if you can duplicate this and provide feedback on settings, etc, it would be much appreciated. The connection code is (hopefully) stable now.
