The current tool API is a mess and needs fixing for 2.5. This affects things like slapacl (The fix for bug#7920 was a kludge to deal with this, needs revisiting).

For 2.7 we should probably unify the slapd and tool entry points, there's no good reason for many of these tool APIs to exist; they're just redundant work.
