ldap_pvt_gettime is used to to generate CSNs with microsecond precision. On Windows it goes thru some gyrations to calculate microseconds since the normal SystemTime only has a resolution of 10-15 milliseconds. Unfortunately it doesn't properly detect when the microsecond counter wraps around back to zero, so it can occasionally return timestamps 1 second in the past.
