If we wanted to use the free Azure Pipelines, we would have to write the webhooks ourselves (they only support GitHub natively) and hope that's still part of the free offer?

This seems to be the relevant REST endpoint to trigger a build: https://docs.microsoft.com/en-us/rest/api/azure/devops/build/builds/queue

Someone else will have to pursue this further as I have no idea how to get a build environment going on windows...
