Given that "rehash" is relatively new (1.1.0 line) and c_rehash doesn't seem to be going anywhere soon, I'm actually inclined to leave the admin guide as-is for now, unless we're planning on updating the minimum required version of OpenSSL, since c_rehash works with all versions we support.
