Hi Anthony, we do welcome contributions, but people are expected to use the ITS at bugs.openldap.org to report issues. Gitlab's own issue tracker is disabled on git.openldap.org to prevent duplication and frankly because Bugzilla is a much better fit for the project needs.
Just like every other public Gitlab instance we have seen a deluge of spammers/link farms, so we have adjusted our policy accordingly: new accounts only in exchange for a valid contribution.
Once you have a patch for an actual reported ITS, you can request your account to be approved so that you can create a merge request for it (unless you prefer to upload it to the ticket). All of this was explained to you on the Sign up page[0] where you registered your account.
