RedHat makes changes to OpenLDAP that are not reviewed by the OpenLDAP project. I would advise using an unmodified version of the current release of OpenLDAP to confirm whether or not this issue is in OpenLDAP itself or is caused by a change made by RedHat.

You can use the packages from the LTB project for testing:
