AFAIK it's about generating a printable form of some normal forms, e.g. UUIDs. It's used very seldom, but for some reasons that bit of code assumed an EQUALITY rule was present, and I ran into that after enabling undefined attr filters to be saved in Filter structures for logging purposes (ava.c 1.53 -> 1.54). I don't think the user needs to be aware of that.
