I have a pretty big database (hdb, 300 000 entries) with low memory (1/4 GB). If I try a search with scope sub, base dc=suffix, and filter (entryDN=uid=nonexisting,dc=people,dc=suffix), the search is very slow (I stopped after some minutes). But if I try with scope base, base uid=nonexisting,dc=people,dc=suffix, filter (objectClass=*), the result is immediate, telling there is no such entry.
What makes you feel there is a bug present? Nothing in your report indicates the presence of a bug.
