With the new cn=config backend, people can use slap* tools to populate cn=config. However, the man page fails to note that you need to use -n 0 to select the config database.
The current description has:
Add entries to the dbnum−th database listed in the configuration file."
However, since no config database exists yet, there is no configuration file (or db yet).
