The slapd.conf(5)/slapd-config(5) man pages list the security/olcSecurity configuration option as a "GLOBAL" only config option.

Correction, slapd-config(5) handles this via discussion of the frontend database. It's slapd.conf(5) where this is a mess (doesn't have any differentiation).
