In 2005, ICU library detection was added to the build process, however nothing was ever added to use it. This can result in an unwanted dependency when building on system where the library is present, causing issues later down the line.

I found this to be a problem when slapd is compiled on a system where the ICU libs are present and then the build is later deployed on a system where it doesn't exist, causing slapd to fail.
