Not quite. The *contents* of slapd.d ar ecreated by those tools. The directory itself has to be created explicitly.
Thanks, so if I understand the first thing to do after a new installation from scratch is "slaptest -f slapd.conf -F slapd.d" in order to convert the slapd.conf file into the dynamic configuration. Right ?

As Howard pointed out, you'll need to create the directory first (with appropriate permissions). Then the below command will initialize its contents.
