You should use delta-syncrepl.
Accesslog databases are always unique to a given provider. How would a provider have a change in its main db that's not in its accesslog db? A new provider should always be initalized via an export from an existing provider via slapadd. It would then replicate any new changes since that point, which would then have them be in their accesslog DB.
I'd generally point consumers at at least 2 providers, preferably all providers. Or just get rid of consumers entirely and have everything be providers.
