any issues with performing in-place upgrade or should we re-index the database by
re-importing the data ( we are using mob)?

That's not what result code 16 indicates. It means that the MOD operation attempted
to change an attribute that didn't exist on the target entry.
In any case, replication of any type is not safe with OpenLDAP 2.4.49, you need to
upgrade to the current release (2.4.58). Additionally, you must use delta-syncrepl
