Is there a way to set idletimeout based upon bind DN (like the limits config option). I'd like to set an idletimeout to drop connections no longer in use, but I don't want to affect my refreshAndPersist syncrepls.

No there is not, and it's irrelevant in this case because syncrepl sessions are ignored by the idletimeout mechanism.
