That would depend on the data. If old entries are being added back in, that already have entryCSN values older than the existing cookies, they still wouldn't get picked up. If it is new entries only, then it could happen. ;)
Indeed, if you're using slapadd to load entries that already have entryCSNs this won't work. And you obviously cannot use slapadd to add already-existing entries.
