Starting with 2.5 there are two "lastbind" implementations:
- the old contrib/ overlay
- OpenLDAP's own (what I mean by "core") implementation that doesn't
require an overlay

No it is just to make it possible to implement the latest ppolicy
drafts. AFAIR the contrib/ overlay was incapable of this.
