Hi,
as Howard said in his conference at FOSDEM, back-bdb is deprecated, and is disabled by default.
Should I fill an ITS?
No. It is deprecated in 2.5 and later.
If I remember well, BDB should be deprecated for 2.4 and HDB deprecated for 2.5. See slide 37 of this presentation: http://fr.slideshare.net/ldapcon/whats-new-in-openldap
Clément.

Indeed. We disabled back-bdb in HEAD September 2008. commit 6dfa7b760e14a051ee15ea6fac5cc1784ef0883b
Apparently that was not propagated to the RE24 configure.in.

Likely due to the fact that OpenLDAP 2.4 had been out nearly a year by then. ;)
