I'm using 2.4.25, but short of trying every one of the official and contrib overlays one by one, I don't know of any way to find out which ones don't support slapd-config. That's why I was asking: I was hoping someone knew what the holdouts were, or knew where it was documented.
I meant more, use the source. From what I can tell, overlays with no cn=config support are:

They also don't have manual pages, so probably aren't exactly supported anyway.
They have no config settings at all, therefore they work regardless of static or dynamic config. At this point it's more useful to ask "which don't work with dynamic config" than "which support dynamic config". There are several overlays that need no configuration.
Between that and the -devel note about backends, I think you can create a complete list.

Definitely worth noting. It is a requirement for Solaris if you want any sort of decent performance.
Apparently it's become more important on recent Linux kernels too.
