If you only have a single application using LDAP, how does horizontal
scaling help in any way?
Even a single LDAP client application could have a LDAP connection pool.
Can make sense e.g. with WebSSO servers handling many incoming login
sessions.
Furthermore such a server should also be clustered and might still count
as "one application" at orga level.
