is there a way that I can assign local policies and group policies to windows and linux machine through OpenLDAP, as I do with AD?

Sadly no. Openldap is purely for handling the directory objects. GPO objects are different, and are unique to windows. Samba4 'may' support a linux gpo one day, who knows. Until then, your best bet is to use puppet. http://projects.puppetlabs.com/ . It can do machine setup and enforcements of "rules" from a puppet master, to the puppets themselves based on hostname etc. It also makes provisioning of new systems easier, since you just match the hostname you want to replace, install puppet and it can install your needed software.
As a hint, you can use puppet to push out ldap configurations for example.
