From the isse description above, the target milestone is 2.5.0. My question is when will the version 2.5.0 be released?

When it's ready. How quickly that happens depends on how much time and availability there is to address the issues remaining for release.
I'd note that channel binding also depends on a new release of cyrus-sasl (https://github.com/cyrusimap/cyrus-sasl/pull/601) which has yet to occur, and there are ongoing issues separate from OpenLDAP that are holding up any new release there.
