i found out that as long as DDS overlay is active on the mdb database, startup failed. if remove DDS everything is fine again.
that’s the DDS config: dn: olcOverlay={1}dds,olcDatabase={1}mdb,cn=config objectClass: olcOverlayConfig objectClass: olcDDSConfig olcOverlay: {1}dds olcDDSdefaultTtl: 7d
looks like a bug?

I set up an openldap server with all desired configs (cn=config, mmr, etc etc) as node 1. Then I start it up, which is quite slow (I think it waits on node 2 which is not available yet). Then I add an empty base tree:
