Two reasons:
a) Just to demonstrate the way in which cn=config can be used to re-number items.
b) If you use the null suffix (suffix "" with slapd.conf or an empty olcSuffix: attribute with cn=config), other databases must be delcared first. I spent most of the last 13 years working with a DB like that, so I tend to organize my configs to support that setup.
