You need to upgrade to a current, supported release. Numerous fixes to replication have been made since 2.4.44, and the 2.4 series is historic. Supported releases are 2.5 LTS or 2.6 Feature. If you are unable to build/deploy your own OpenLDAP versions, I recommend either the Symas or LTB project packages:
