Possible. You replace all values with first one, then adding rest
values, like this:
dn: olcDatabase={2}hdb,cn=config
changetype: modify
replace: olcAccess
olcAccess: {0}to dn.base="" attrs=namingContexts by * none

olcAccess: {1}to * by * read
