Now we have strange behavior of slapacl (it's look like ITS#3622 issue).

$ sudo slapacl -b o=vega -D uid=dkirhlarov,ou=users,o=vega

Yes, slapd was running.
Tha shouldn't be a problem. slapacl is designed to work when slapd is running (much like slapcat). Moreover, I could reproduce your issue when slapd is not running.
