The version we are running is OpenLdap 2.3.43 on Gentoo Linux.  I would think that this version allows it as no issue arise.

It depends on which version of OpenLDAP you have. Recent versions
permit slapcat while running, but in early versions this can
cause major problems. Without knowing the exact version the safest
advice is to stop the server first.
