I would suggest you use a 2.4 version of ldapmodify and/or ldapadd.

This is interesting -- if I apply the hdb LDIF _before_ the config LDIF then ldapadd has no complaints. Reversing the order of my entries in the LDIF so the olcSyncrepl attribute is added to the hdb backend first did the trick.
