This seems like LDIF data for the new dynamic configuation backend [1]
which you don't seem to use at all since you posted excerpts of
slapd.conf [2].

The file DB_CONFIG has another syntax - nit LDIF. See example in
OpenLDAP's source distribution:

servers/slapd/DB_CONFIG
